Below is what Louie asked me to read at the
meeting, and Peter suggested that we forward this on to you. May 1, 2002 The following are some of our points of view concerning what needs to be done to keep irrigation acreage as it is at present, or more, and at the same time provide cleaner water for all users (fish, irrigation, recreation, municipal, and others). * Top priority: Stop, or greatly reduce surface run-off and its pollutants. * Build small and larger reservoirs from high up in the mountains to the Columbia River in order to capture water when it is abundant, then release when the water is needed for any of the above uses. * Let irrigators have their allotted amount of water which would help purify the water as it is used by the crops, and filtered through the soil, gravels, and layers of basalt -- feeding streams for more immediate use, and underground aquifers for future generations. * Use the natural topography of the basin, from mountains to ocean, to re-feed and replace the underground supply of water. We believe that the Basin has the capability of recharging the rivers and aquifers through the amount of water that is available in winter and spring if those waters are held and then released as needed -- that if properly managed, there is water for all the needs of the basin without negatively affecting any interests.
