The draft "Citizen Action Plan" is a plan
developed through the Confluence outreach and planning process. This working
document is being crafted into a formal plan describing actions to date, their
results in terms of pros and cons, and additional actions for individuals and
entities to consider pursuing, and actions to be implemented, both actions
funded and those seeking funding. Comments and suggestions are welcome. Please
