The Oregon Watershed Enhancement Board (OWEB)
commissioned a study by the Institute for Policy Research and Innovation (IPRI),
which is affiliated with the University of Oregon's Department of Planning,
Public Policy & Management. "The purpose of this study is to investigate the
economic and social effects of watershed council activities on Oregon's
communities - the non-environmental side benefits that might accrue as they go
about their basic mission of promoting and implementing programs to restore,
maintain, and enhance watersheds watershed enhancement work." [Excerpted from
the Executive Summary of the study]. The authors are Michael Hibbard and Susan
Lurie and the study was completed in January, 2005.
